Parking fines issued by Merri-Bek City Council (previously Moreland City Council)

Merri-bek City Council (previously Moreland City Council) has advised of a historical administrative error with the amount imposed for fines issued by the council for 11 parking offence types between 1 July 2013 and 11 June 2025.
If you received any of the below parking offences between this time, and have paid the fine in full, you may be eligible for a partial refund from Merri-bek City Council, even if you made a payment to Fines Victoria for the fine.
Visit the Merri-bek website for more information on the Merri-bek City Council Parking Fines Refund Scheme. The scheme opened on 2 July 2025 and will be available until 30 June 2026.
Fines Victoria has placed all impacted outstanding fines registered with us on hold. While the fines are on hold, no further enforcement action will be taken, and no additional fees will be added.
We will continue to work with Merri-bek City Council as they take action to resolve this matter.
The following parking related offences are eligible for the Merri-bek City Council Parking Fines Refund Scheme:
- Stopped contrary to a no parking sign
- Parked for a period longer than indicated
- Parked fail to pay fee and obey instructions on sign/meter/ticket/ticket vending machine
- Stopped on a bicycle parking area
- Stopped on a motor bike parking area
- Parked contrary to requirement of parking area
- Parked – fail to comply with angle parking requirements
- Parked – fail to comply with 90 degree angle parking requirements
- Parked not completely within a parking bay
- Parked long vehicle exceeding minimum number of bays
- Parked wide vehicle exceeding minimum number of bays
