Parking and animal-related fines issued by Yarra Ranges Council

Yarra Ranges Council has advised of a technical error impacting parking infringement fines issued between July 2005 and July 2025 and animal-related infringement fines issued between January 2014 and February 2023.
We will continue to work with Yarra Ranges Council as they take action to resolve this matter.
Parking fines
The council has advised that an incorrect penalty amount was imposed for infringement fines issued by them for 4 parking offence types between July 2005 and July 2025.
If you received a fine for any of the below parking offences, and have paid the fine in full, you may be eligible for a partial refund from Yarra Ranges Council, even if you made a payment to Fines Victoria for the fine.
The below offences are eligible for the Yarra Ranges Council Infringement Refund Scheme:
- Stopped contrary to a no parking sign
- Parked for a period longer than indicated
- Parked fail to pay fee and obey instructions on sign
- Parked not completely within a parking bay
Animal-related fines
Councils are required to formally announce and advertise designated areas, including on and off leash areas for dogs and cats.
Yarra Ranges Council have determined animal-related infringements issued between January 2014 and February 2023 are not valid because there was an error in how the designated areas were formally announced and advertised.
If you received a fine for any of the below animal offences between the above time, and have paid the fine in full, you may be eligible for a full refund from Yarra Ranges Council.
The below offences are eligible for the Yarra Ranges Council Infringement Refund Scheme:
- Dogs being walked off lead in a no-lead area (first offence)
- Dogs being walked off lead in a no-lead area (second offence)
- Cats found wandering at large
