Environment Protection Authority fines

Published on 19 Dec 2025

The Environment Protection Authority (EPA) has announced that a system error resulted in a small number of EPA authorised officers operating without the right authority.

This means some fines issued by these EPA authorised officers since June 2022 are not valid.

The impacted fines are:

  • litter infringements
  • vehicle infringements
  • environmental infringements

The EPA will send a letter by post to all impacted fine recipients which includes information about any action you need to take. You should contact the EPA if you have any questions about this letter.

The EPA website also has information about the Infringement Refund Scheme which is open for 12 months. This includes how to request a refund and what information you need to include with your request.

Fines Victoria has placed a hold all impacted fines registered with us for enforcement. While the fines are on hold, no further enforcement action will be taken, and no additional fees will be added.

We will continue to work with EPA as they take action to resolve this matter.
